Simply stated organic means to be grown or produced without the use of pesticides, synthetic ingredients, antibiotics, and genetically modified organisms. So in the case of a toothbrush, it means that organic toothbrush components were grown without the use of pesticides.
Most of the countries have their own standards to define products as organic. But overall organic products abide by protecting natural resources, conserving biodiversity and using approved substances.
A personal care product can be deemed organic if it contains agricultural ingredients. Once again the clearest way of understanding is always to check the label and credentials.
Also, organic products are sourced and manufactured using sustainable, organically-farmed ingredients and are not tested on animals, free from harsh chemicals, nanoparticles, parabens, synthetic dyes, and artificial fragrances.

As for natural, it means that the product must contain no artificial or synthetic ingredients, hormones or other additives, and it must be only minimally processed to maintain ingredient purity. In other words, allowed ingredients come from or are made from a renewable resource found in nature (flora, fauna, mineral), with absolutely no petroleum compounds.

Cruelty-free means “not tested on animals”. Cruelty-free personal care goods differ from vegan products. Vegan doesn’t contain anything that comes from an animal or is produced by an animal, but it doesn’t mean that they’re automatically cruelty-free.
